For those being reborn into the Suddhāvāsa, for them the faculty of wisdom arises there, but for them the faculty of mind has not arisen there.

Itaresaṃ ñāṇasampayuttānaṃ upapajjantānaṃ pavatte ñāṇasampayuttacittassa uppādakkhaṇe tesaṃ tattha paññindriyañca uppajjati manindriyañca uppajjittha.
For others, for those being reborn with knowledge, at the moment of the arising of consciousness conjoined with knowledge in the course of existence, for them the faculty of wisdom arises there, and the faculty of mind has arisen there.
